Los Angeles World Airports (LAX) – Program Management
Capital Improvement Program: Our most recent projects include providing airport executive advisory services at Los Angeles World Airports on their multibillion-dollar modernization program at Los Angeles International Airport (LAX). Reporting directly to the Deputy Executive Director of the Planning and Development Group, IGT provides program support and assists with the planning and analysis of the Capital Improvement Program (CIP) as well as the development of the project definition delivery process to facilitate risk management and to optimize the program’s efficient delivery.
Strategic Planning: As Advisor to PDG Director, IGT was assigned to represent PDG in the development and implementation of the Strategic Plan initiatives adopted and approved by LAWA Executive Management in 2016. This assignment requires interfacing with all the Business Units of the organization to identify and coordinate the implementation of the action items identified in the Four Strategic Plan Goals throughout LAWA. The task also includes evaluation of Key Performance Indicators of each action item on the organization’s overall operations.
Oakland airport (OAK) -Airport planning & program Management
From October 2014 to May 2017, Mustapha worked for the Port of Oakland as the Senior Aviation Project Manager, overseeing and managing the planning, designing, and construction of the International Arrival Building ($40 Million) and the planning of a mixed-use international terminal estimated at $1.6 billion at Oakland International Airport (OAK).
In this role, Mustapha worked with the Manager of Planning and Development and advised the Aviation Director as well as other senior members of the aviation team. His contributions included program management and project management of capital projects, airport planning, project development, public-private partnership (P3) ventures, and the preparation of the passenger facility charge (PFC) and airport improvement program (AIP) grant applications ($200 million). His additional responsibilities included rental car facilities expansion projects, security and technology systems projects for the landside areas of the airport, and other technical functions of the Planning and Development Group. Mustapha also mentored and supervised Associate Aviation Project Managers on a variety of planning and development projects at the airport.
